How did this happen?

King County investigators were able to swiftly apprehend Arthur Arakelov, aged 31, after reviewing footage from multiple surveillance cameras. Evidence alleged that the defendant climbed up to the second or third story of the dry storage boat rack and started a fire without using a ladder or staircase. He then sought shelter in a nearby boat before he was tracked down by authorities with the help of security cameras.
